COVID Rules update November 25

We would like to inform you that this Thursday night (Nov. 25, 2021) the Portuguese Government announced stronger precautionary measures to be implemented starting on December 1 due to the winter wave that has been increasing in recent weeks. In addition the Government also announced that schools, bars, and discos will be closed during the week of January 2 to 9, 2022 (and teleworking mandatory during said week for all feasible occupations) – this precautionary measure is being implemented because this first week of January was very bad in 2021 due to the New Year and Christmas gatherings and lack of vaccination. 

Briefly, the main rules starting on December 1 are:

– Travel from the EU, UK, USA, Canada, Schengen Associated countries (Liechtenstein, Norway, Iceland, Switzerland), and several other countries (see list) remains allowed for all purposes, however, as before, you need to show a negative RT-PCR Test done 72 hours before boarding or a negative Rapid Antigen Test done 48 hours before boarding. Which you also need to show for check-in at the lodging establishment. The test result must include: – type of test taken; – passenger name (as per passport); – date of birth; – clear identification of the laboratory including the certification; – the date and time the sample was collected and the explicit negative test result; SMS is not a valid format.

– All passengers need to fill a Passenger Locator Card (individually) before departure to Portugal or on board at

– Use of face masks is mandatory in all indoor settings (including public transportation, taxis, etc.)- Vaccination certificate (or negative test) required to access hotels, lodging, restaurants (indoors), events with marked places, and gyms.

– Mandatory negative test (even for vaccinated people) to access large events without market seats, improvised venues, and sport events, as well as when visiting people in care facilities and patients in health facilities.

– From January 2 to 9, 2022, clubs (bars and discos) will be closed and teleworking is mandatory for occupations that are feasible to adopt. During this week schools will also be closed (that is, Christmas vacation for students has been extended one week).

For your information, the “state of calamity” is one level below the “state of emergency” (and three levels below “martial law”, the highest level). The Portuguese government reinforced that it is not expecting lock-downs to be imposed again because the fully vaccinated rate is above 87% for the entire population.

Portugal – the “California of Europe”

O diário Espanhol “Marca” afirma que Portugal está cada vez a ser reconhecido como a “California da Europa” devido à segurança e tranquilidade relativamente a outros destinos Europeus, realça as praias do Algarve e Alentejo,  assim como o charme de Lisboa, e menciona que muitos famosos passam férias em Portugal e acabam por comprar casa.


The Spanish newspaper “Marca” states that Portugal is increasingly recognized as the “California of Europe” due to its safety and tranquility relatively to other European destinations, along with the great beaches in Algarve and Alentejo as well as the charm of Lisbon. It also recalls that several famous people are spending holidays and buying houses in Portugal.
